Onam Festival – Salary and Pension in advance

All Central Government Employees and Pensioners in the State of Kerala would get theirSalary/Pension for the month of August 2012, four days in advance i.e on 27th August 2012, in view of Onam Festival which is to be celebrated on 29th August 2012.

OFFICE MEMORANDUM

Subject: Disbursement of salary/wages/pension to the Central Govt. Employees and Pensioners in the State of Kerala for the month of August, 2012 on account of ONAM festival.

        In view of the “ONAM” festival, the Government have decided that thesalary of all Central Government Employees in the State of Kerala for the month of August, 2012 may be drawn and disbursed by the Central Government Offices (including Defence, Posts and Telecommunications) on 27th August, 2012.

2. The wages for August, 2012 of the industrial Employees of Central Govt. serving in the State of’ Kerala may also be disbursed in advance on 27th August, 2012.

3. The pension for August. 2012 of all Central Government pensioners in the State of Kerala may also be disbursed by Bank/PAO’s on 27th August, 2012.

4      The salary/wages/pension so disbursed is to be treated as advance payment and subject to adjustment after the lull month’ssalary/wages/pension of each employee/pensioner is determined. The recovery, if any, will be made without exception from thesalary/wages/pension, as the case may be, for the month of September, 2012.

5. The concerned Ministries/Departments are requested to bring theseinstructions to the notice of their offices located in the Slate of Kerala for necessary action immediately.

6. Reserve Bank of India is requested to bring these instructions to the notice of all paying branches of all Banks located in the State of Kerala for necessary action immediately.

India is the Second-Largest Mobile Phone user in World

India is the second-largest mobile phone user with over 900 million users in the world. It accounted for over 10% of the world’s online population in 2011. This was stated by Shri Ghulam Nabi Azad, Union Minister of Health & Family Welfare in London today. 

Addressing the seminar on “The Role of Health Informatics - How Health is making difference to ordinary people in India” at Healthcare & Life Sciences Global Business Summit, Shri Azad said that mobile telecommunications have seen tremendous growth in India. This growth has been inclusive with benefits accruing to the poorest households in the remotest regions of the country. In 2011 alone, 142 million mobile-cellular subscriptions were added in India, twice as many as in the whole of Africa, and more than in the Arab States, CIS and Europe put together. The mobile tariffs in India have become among the lowest in the world. A new mobile connection can be activated with a monthly commitment of 15 cents only. 

Recognizing the potential to reach out to people, especially those living in remote areas and adolescents he said that Government of India has recently taken steps to integrate and enhance existing Health related - IT enabled Systems. A name, address and telephone based Mother and Child Tracking System (MCTS) is a new initiative of the Ministry of Health and Family Welfare and is one of the excellent examples of leveraging Information Technology for ensuring delivery of full spectrum of healthcare and immunization services to pregnant women and children up to 5 years of age. This system is aimed at generating a data bank to validate delivery of services, ensuring ante-natal, intra-natal and post-natal checkups, nursing universal immunization, ensuring quality service delivery, micro planning. These initiatives will have a positive impact on important health indicators like Infant Mortality Rate (IMR) and Maternal Mortality Rate (MMR).

Subject- Extension of orders for grant of Child Care Leave to all Civilian Female Industrial Employees of the Central Government. '

The undersigned is directed to state that the matter regarding extension of benefit of Child Care Leave to all Civilian Female Industrial Employees of the Central Government at par with the civilian female industrial employees of Defence Establishment covered by the CCS (Leave)

Rules, 1972 has been under consideration of this Department. It has been decided in consultation with the Ministry of Finance (Department of Expenditure) to extend the benefit of Child Care Leave to all Civilian Female Industrial Employees of the Central Government at par with the civilian female industrial employees of Defence Establishment covered by the CCS (Leave) Rules, 1972 subject to condition provided in rule 43-C of the CCS (Leave) Rules, 1972, as amended from time to time.

2 These order shall take effect from the date of 01.9.2008. Earned Leave, if any availed by these employees between 01.9.2008 to till date specifically for the purpose of taking care of needs of their eldest two minor children may be converted into Child Care Leave.

Dopt has published a fresh order regarding the rules on joining time of central government services. 

Central Civil Services Joining Time Rules 1979, "When a Government servant to whom therse rules apply is transferred to the control of another Government or organization, which has made separate rules prescribing amount of joining time, his Joining Time for the journey to join his post under the Government/organanization and for the return journey, will be governed by those rules, unless different provisions are expressly made in the terms of deputation/foreign service by mutual agreement between the lending and borrowing authorities...

7% D.A hike is expected from 1st July 2012

The Dearness Allowance payable to Central Government Employees and Pensioners is determined based on All India Consumer Price Index for Industrial Workers. AICPI (IW) for the month of June 2012 has increased from 206 to 208.Basing on the calculation, there will be 7% increase and the expected D.A from 1st JULY 2012 is 72%. DA with effect from 1st July 2012 would be officially announced during September/October 2012.

Income Tax Return : Due Date extended

Due to power failure and disturbance of normalcy for this in a large portion of the country, the due date has been extended to 31st August 2012 for the A.Y. 2012-13.

"Central Board of Direct Taxes, in exercise of powers conferred under section 119 of the Income Tax Act, 1961, hereby extends the ‘due date’ of filing of returns of income for the Assessment Year 2012-13 to 31st August 2012 in respect of assesses who are liable to file such returns by 31st July 2012 as per provisions of section 139 of Income Tax Act, 1961."
