Health Insurance Scheme for the Central Government employees waits for approval of Planning Commission

There is a proposal for introduction of a health insurance scheme for the central government employees and pensioners on pan-India basis, with special focus on pensioners living in non-CGHS areas.

The proposal is to make this scheme voluntary cum contributory for serving employees & pensioners.

However, it is proposed to be made compulsory for the new entrants in Government service.

The salient features of the proposed Health Insurance Scheme are as under;

· Optional for serving Central Government employees and pensioners including future pensioners,
· Compulsory for new recruits,
· Covers all the members of family as per CGHS norms,
· Sum insured – Rs. 5 lakh per year on a family floater basis,

Varanasi, April 30, 2012: The Central Government employeesdependent on the Central Government Health Scheme (CGHS) dispensaries in Delhi, which is reportedly facing crushing shortage of doctors and paramedic staff which is hampering operations.

According to the Union Health and Family Welfare Department, there is a recorded shortage of 676positions in group C and D staff, nine positions are vacant in group B and 66 are vacant in group A.

“While the Department of Health and Family Welfare isfilling these vacant posts through UPSC and bringing people on deputation in order to meet the immediaterequirement of doctors, CGHS is now filling these vacant posts on a contract basis. Action has been taken to expedite the requirement of non-gazetted staff as well,” a Ministry official involved in the exercise said.

The undersigned is dirccted to refer to this Ministry’s O.M. No.7(I)/EV/2010 dated 31st January, 2011 forwarding therewith Tables of Benefits under CGEGIS for the year 2011. New Tables of Benefits for the savings fund of the Scheme based on a subscription of Rs.10 per month from 1.1.1982 to 31.12.1989 and Rs.15 per month w.e.f. 1.1.1990 onwards have been prepared for the year 2012

New State Wise List of CGHS Hospitals / Wellness Centres According to Systems of Medicines NO PROPOSAL TO SANCTION NEW CGHS DISPENSARIES The Central Government Health Scheme (CGHS) has 4 hospitals and 333 CGHS Wellness Centres in the country. Their State / City wise details are at annexure. There is no such proposal of opening of Ayurvedic dispensaries.  Presently there is no proposal to sanction new dispensaries. CGHS empanels private hospitals at the location / city where it is in operation. CGHS is in operation in Kerala only at Thiruvanathpuram. There is no proposal to empanel hospitals at non – CGHS locations /cities. The above information was given by THE MINISTER OF HEALTH AND FAMILY WELFARE (SHRI GHULAM NABI AZAD) in written reply to a question in Lok Sabha on 30.03.2012.

Ashirvad Hospital, Varanasi empanelled under CS(MA) Rules,1944

A number of representations have been received in Ministry of Health for recognition of Ashirvad Hospital and Research Centre, Varanasi (Uttar Pradesh) for treatment of Central Government Employees and their family members under CS(MA) Rules,1944.

In view of hardships faced by the Central Government Employees and their family members for their treatment at Varanasi(Uttar Pradesh),the Ministry of Health decided to empanel Ashirvad Hospital and Research Centre, Varanasi (Uttar Pradesh) under Central Services(Medical Attendance) Rules,1944.

Accordingly, the Ministry of Health issued Office Memorandum No.S.14021/10/2009-MS dated January16,2012 to empanel Ashirvad Hospital and Research Centre, Varanasi (Uttar Pradesh) under Central Services(Medical Attendance) Rules,1944 which is placed below for your ready reference.

Subject: Fresh empanelment of private hospitals and diagnostic centres and revision of package rates applicable under CGHS LUCKNOW, HYDERABAD, CHENNAI, PUNE, CHANDIGARH, JABALPUR AND DELHI

The undersigned is directed to invite reference to this Ministry’s Office Memoranda of even number dated the 8th December 2010 and the 19th January 2011 vide which continuous empanelment scheme has been initiated under CGHS LUCKNOW, HYDERABAD, CHENNAI, PUNE, CHANDIGARH, JABALPUR AND DELHI for treating CGHS beneficiaries. The CGHS rates applicable have already been notified and are available on CGHS website. Three rates were notified, one for super-speciality hospitals, the second for hospitals that were accredited with the NABH and the third for hospitals not accredited with the NABH.

Central Government Health Scheme : The Central Govt. Health Scheme (CGHS) in India provides comprehensive health care to the CGHS Beneficiaries located in 25 cities and provide health care to about 32 lakh beneficiaries residing in CGHS covered cities. Central Govt. Employees (and their eligible family members) residing in non- CGHS covered cities in India avail health care facilities under Civil Services Medical Attendance Rules (CS (MA) Rules).

Subject: Guidelines / Criteria for reimbursement of expenses for In-Vitro Fertilisation (IVF) treatment to CGHS beneficiaries and beneficiaries under Central Services (Medical Attendance) Rules. 1944.

            The undersigned is directed to say that the Ministry of Health & Family Welfare has been receiving requests for providing clarifications as to whether the expenditure incurred on In-Vitro Fertilisation ((IVF) treatment is admissible under CGHS, and if so. whether any guidelines have been laid down for reimbursement of the expenses incurred on IVF treatment.

            (2) The matter has been examined by a Technical Committee of the Heads of Department of Gynaecology & Obstetrics of Government Medical institutions, and based on the recommendations of the Committee, the following guidelines are laid down for considering cases for reimbursement of expenses incurred on IVF treatment by CGHS beneficiaries and beneficiaries under Central Services (Medical Attendance) Rules, 1944:-

(I) Requests for IVF treatment will be considered only on the basis of advice tendered by the Head of Department of Gynaecology & Obstetrics of a Government Medical institution;

            (ii) Permission for IVF treatment to be undertaken may be given by the Head of Department in the Ministries / Departments on the recommendations of the Head of Department of Gynaecology & Obstetrics of a Government Medical institution;
