1. Filling up the Posts of APM Accounts & Promotional avenue to Accounts line officials.
The APM Accounts Posts in LSG & HSG.II have been filled up among the PO & RMS Accountant’s qualified officials as per Selection Grade Recruitment Rules 1976.  The PO & RMS Accountant’s seniority list has been drafdted as per the date of qualifying the Accountant’s exam and the same is considered for LSG promotion under Accounts line.  The statutory Recruitment Rules of 1976 and the Rules 276 & 277 of volume IV dealing these issues remain unchanged.

While clarifying the postings after the introduction of FTP exam vide department letter No.137/10/96-SPB.II dated 28.1.2003, it was mentioned that the officials promoted to LSG either on general line or FTP having Accounts qualifi8cation may be considered for APM Accounts post.  This has created a bundle of contradictions and the separate line of promotion to LSG APM Accounts has been disturbed and not carried out thereafter. 

(i)        Now in many Circles, against to the spirit of the recruitment rules 1976 and also volume IV statutory rules, unqualified officials have been posted as APM Accounts in HSG.II cadre and thus defeated the very purpose of existence of such qualified posts.

Postal dept deficit may dip 16% to Rs 5,309 cr: Survey


The efforts of the Government to revive the Department of Posts (DoP) seems to be bearing fruit as its deficit is likely to come down by over 16 per cent to Rs 5,309.6 crore in 2011-12, the Economic Survey 2011-12 today said.

“In the current year 2011-12 (Budget Estimates), the gross receipts were budgeted at Rs 7,517.7 crore and with gross and net working expenses estimated at Rs 13,522.4 crore and Rs 12,827.3 crore respectively, with the deficit estimated at Rs 5,309.6 crore,” the survey said.

The gross receipts of the DoP in 2010-11 were placed at Rs 6,962.3 crore whereas the gross and net working expenses were Rs 13,793.7 crore and Rs 13,307.9 crore respectively.

The resultant deficit for 2010-11 stood at Rs 6,345.6 crore, the survey said.

It added that the postal sector needs to keep pace with changing times as many of its services have become redundant with growth in technology and takeover by other players.

MINUTES OF THE MEETINGS TAKEN BY RESPECTIVE MEMBERS OF POSTAL SERVICES BOARD WITH POSTAL JOINT COUNCIL OF ACTION ON THE CHARTER OF DEMANDS SERVED WITH NOTICE OF INDEFINITE STRIKE WITH EFFECT FROM 17.01.2012
 
            As per decision taken at the level of Secretary (Posts), the issues raised in the charter of demands were discussed in detail with the Postal Joint Council of Action under the Chairpersonship of respective Members of the Postal Services Board. The first meeting started at 10.00 hrs. under the Chairpersonship of Member (Operations) (also holding additional charge of Member (Technology). Followed by meetings taken by Member (Personnel), Member (PLI) and Member (Planning). A list of officers and office bearers/members of the Postal Joint Council of action who attended the meeting may be seen at Annexure-I. The meeting started with welcome address of Member (Operations) and thereafter the issues raised in the charter of demands were taken up and the gist of discussions held during the course of the meetings is as follows:-

CHARTER OF DEMANDS

1.      (a)     Drop the Mail Network Optimisation Project (MNOP) and reject the Mckinsey Consultancy's disastrous recommendations. Inspite of the opposition and disagreement expressed by the staff side in the MNOP Committee, the Department is going ahead with the implementation of L1, L2 (hub system for first class mails). Further the request for additional intra-circle speed post hubs proposed by the staff side is not yet fully implemented.  Change of administrative jurisdiction of speed post hubs from Postal side to RMS side is also not considered favourably.
      (b)    Stop closure/merger of Post offices including Branch Post offices. Even though it was assured by the Secretary (Posts) in the minutes of the discussion held on 01.07.2011, that there will be no closure/merger of Post offices, except simultaneous relocation, instructions in this regard are yet to be communicated to the Circle/Regional heads.  Even now some Regional heads are closing Post offices indiscriminately.
      (c)     Drop the proposed move to introduce delivery hubs for delivery of articles by withdrawing delivery from all town sub post offices in the urban areas. Orders for rotation of the Sorting Postmen work among Beat Postman may be withdrawn.

Agenda items for the next meeting of National Anomaly Committee (NAC) to be held on 5th January, 2012.
The fourth meeting of the National Anomaly Committee to discuss the anomalies arising out the implementation of the recommendations of the 6th Central Pay Commission is scheduled to be held on Thursday, the 5th January, 2012 at 3.00 P.M. in Room No.119, North Block, New Delhi, Secretary, Department of Personnel & Training will chair the meeting.

Revised Allowances with effect from 1.1.2006.

This was discussed in the 3rd meeting of NAC where the Staff Side stated that allowances formed part of wages AND THUS should be revised with effect from the same date from which Revised Pay Scales have been implemented i.e. 1.1.2006. The Official Side stated that the allowances, other than Dearness Allowance (DA), have been revised from 1.9.2008 on the basis of specific recommendation of the 6th CPC. It was reiterated that even after the 5th CPC similar practice was followed. Therefore, there was no anomaly as such. The Staff Side stated there are certain statutory allowances which need to be revised w.e.f.1.1.2006.
 The Staff Side was asked to forward such a list of statutory allowances for further examination of the Department of Expenditure.
