Contributing to the financial inclusion of the rural people:

(A)       Wage disbursal under Mahatma Gandhi National Employment Guarantee Act (MGNREGA): Extensive rural postal network of the country is actively engaged in disbursal of wages of MGNREGA with high levels of efficiency. During the year 2012-13 the Post Offices disbursed about Rs 9,133 crore by October, 2012 through about 5.53 crore savings accounts of MGNREGA workers standing in the Post Offices. Thus, the Department of Posts significantly contributed towards the success of this unique social security arrangement of unprecedented scale.
(B)       Financial Inclusion of Below Poverty Line (BPL Household:Department of Posts leveraged its network and outreach to financially include BPL households by targeting them for opening their savings accounts in the Post Offices and thus providing them with access to savings services. During the Year 2012-13 more than 1.53 crore households were financially included through this initiative by October, 2012.

Variation in Rate of interest by Different Banks

The Reserve Bank of India (RBI) with effect from October 22, 1997 has permitted commercial banks to decide the rates of interest payable on domestic term deposits of various maturities with the prior approval of their respective Board of Directors/Asset Liability Management Committee. The banks are now free to offer any interest rate on domestic term deposits according to their cost structure with the approval of their board.

The RBI has also deregulated the rates of interest payable on saving bank deposits w.e.f. 25th October, 2011. Banks are now free to determine their interest rate on savings bank deposits subject to:-

Deadline For New Cheque Format Extended Till March 31, 2013

Bank account holders can continue to use their old format cheques for another three months as RBI has extended the deadline for banks to issue new cheques with uniform security features till March next year.
The Reserve Bank in a notification today said, "Taking into consideration representations, it has been decided to extend the time up to March 31, 2013 for banks to ensure withdrawal of non-CTS 2010 Standard cheques and replace them with CTS-2010 Standard cheques."
The central bank, however, indicated that it might impose some kind of fees for such cheques after March 2013.

Any ban order on recruitment in Central Government Services..?

Important reply as clarification by the concerned Ministry was submitted in the Parliament on 12.12.2012.

The Minister of Dopt has given reply to a question in Lok Sabha regarding the ban on new recruitment in Central Government Departments on 12th December 2012. 

The Minister said that there is no ban on recruitment in Central Government. And the all Ministries and Departments concerned are required to fill up the vacancies within the framework of existing instructions and rules keeping in view functional requirement of the posts.

Modernisation and Diversification of Post Offices

The Department of Posts has decided to improve Look and Feel of its post offices through Project Arrow. The project has been launched by modernizing departmental post offices across the country in a phased manner with an aim to make visible, tangible and noteworthy differences in post office operations that matter to ‘AamAadmi’. It aims at comprehensive improvement of the core operations of the post office as well as the ambience in which postal transactions are undertaken.
The number of post offices covered for modernization under ‘Look & Feel’ component of ‘Project Arrow’ during the last three years is as follows:

Subject: Review of three years time limit for making compassionate appointment.
The undersigned is directed to say that the Hon’ble CAT Allahabad Bench has quashed the three year time limit of offer of appointment on compassionate grounds vide Department of Personnel and Training OM. No. 14014/19/2002/ Estt(D) dated 5.5.2003. 

The Writ Petition filed against the Order was also dismissed on 7.5.2010. The Department of Personnel and Training has re-examined the above Judgement in consultation with Ministry of Law and has decided to withdraw the instruction contained in OM dated 5.5.2003 referred to above. Accordingly DoP&T OM. No. F.No. 14014/3/2011-Estt(D) dated 26.7.2012 (copy enclosed) is circulated for information, compliance, guidance and/ necessary action.

National Energy Conservation Day-December 14

National Energy Conservation Day is observed in India on 14th December.
India has an act in this area - The Energy Conservation Act 2001.
The Energy Conservation Act 2001 is implemented by the Bureau of Energy Efficiency (BEE), a statutory body under Government of India. The act  envisages creation of cadre of professionally qualified energy managers and auditors with expertise in energy management, project management, financing and implementation of energy efficiency projects, as well as policy analysis.

The Energy Management Centre and Japanese Cultural and Information Centre are jointly organising various programmes here on December 14 to mark National Energy Conservation Day.

Governmentt warns of action against striking staff

The Centre has issued a warning of disciplinary action to dissuade its 13 lakh-odd employees from participating in the strike called by the confederation of central government employees on Wednesday. 

All departments have been asked to take disciplinary action against babus who skip work for the strike apart from deducting their wages for the day. 

The personnel ministry has even sought a list of all employees who don't turn up for work on December 12. Departments are usually given about 15 days to inform the Centre about babus that participated in a strike, but this time the list of absentees has been sought by the same evening.

The government will raise the cap on supply of subsidised cylinders to households to nine from six, oil minister Veerappa Moily announced just before the Gujarat polls, inviting the ire of the Election Commission, which has sought an explanation. 

The government was under pressure from all political parties, including the Congress to ease the hardship of cooking gas customers. Several Congress politicians had complained that voters in their constituencies were angry with the decision taken in September to limit the supply of subsidised gas cylinders to six per household per year. 

Moily also said the government was trying to make the change "revenue neutral" implying that the state oil firms may increase prices.

File KYC by December or lose subsidy

NEW DELHI: Cooking gas consumers with multiple connections who do not submit Know Your Customer (KYC) forms by month-end will lose subsidized supply and will be charged market rates, the government said on Friday. 

"The LPG gas connection of those multiple LPG connection-holders, who fail to furnish the KYC forms by the prescribed date, will be suo moto converted into non-domestic exempted categories (NDEC) rate connections," minister of state for petroleum Panabaaka Lakshmi told the Lok Sabha. 

The government had in September decided to restrict subsidized LPG to six cylinders of 14.2kg each per household annually. 

Subsidized LPG costs Rs 410.50 per cylinder in Delhi, and additional requirements beyond the six cylinders for domestic use are to be procured at Rs 895.50 per unit. A 14.2kg cylinder for non-domestic use is charged at commercial rate as is referred to as NDEC and costs Rs 1,156. 

Release of New version of ePost Software.

DOP proposes to open 80 Branch Post Offices and 50 Sub-Post Offices in the country during 2012-13

India has the largest number of Post Offices in the world. However, 5,00,327 villages are without Post Offices in the country. Opening of Post Offices is an on-going process. New Post Offices are opened as per the prescribed norms and subject to availability of Plan funds and manpower. It has been proposed to open 80 Branch Post Offices and 50 Sub-Post Offices in the country during the current financial year (2012-13).

24,969 departmental Post Offices have been computerized, out of which 21,606 Post Offices have been provided electronic money order facilities. The Department has a plan to provide these services through all Post Offices in phased manner and it is expected to be completed during the current Plan. 

This information was given by Dr. (Smt.) Killi Kruparani, Minister of State for C&IT in written reply to a question in Lok Sabha today.

Codes for new categories of clientele of PLI

Some new categories of clientele under PLI have been added in Rule 6 of Post Office Life Insurance Rules-2011 vide Notification of even No. dated 18.10.2012 published in the Gazette of India No. 240 dated 18.10.2012 circulated vide this office letter of even No. dated 29.10.2012.

2.       Rule 16 of Manual for Circle Offices provides for suffixing letter(s) to the PLI policy number as per the organization to which the insured is belonging. As such, following codes may be assigned (sufficed) to policy numbers of PLI issued to the insured belonging to new categories added vide Notification ibid:

Modification in minimum amount for National Biller for CBSE in ePayment module

 It is noticed that the minimum exam fee for CBSE NEET-UG-2013 exam is Rs. 550/- (For SC/ST/PH).
 Whereas it was configured as Rs. 1000/- while configuring the National Biller.
 Hence this exl file is provided to modify the minimum amount to Rs. 561/-(550/- + 11/-)

In addition, each employee will also be allowed to avail himself/herself of any two holidays to be chosen by him/her out of the list of Restricted Holidays in Annexure – II.

Add one more item — get a new cheque book — to your list of 'things to do' before the New Year. You may not be able to use your old cheques from next year with the implementation of the new Cheque Truncation System (CTS-2010), which will eliminate physical movement of cheques for clearing. Instead, only their electronic images, along with key information, will be captured and transmitted. It will make the clearing process more efficient, secure and quicker; but for that, you must switch to new cheques with prescribed standard features before December 31.

"Customers need not worry about the impending CTS implementation. I am sure they will not be inconvenienced due to the migration process. Some transitory period, from January 1 to March 31, could be given during which both types of cheques will be accepted. Banks are sending messages to customers now so that they comprehend the urgency and act upon it," says AC Mahajan, chairman, Banking Codes and Standards Board of India(BCSBI).

CHILDREN OF ILLEGALLY WEDDED WIFE ENTITLED TO PENSION: GOVT

Children born to illegally wedded wife of a central government employee are entitled to get family pension, according to a new order.
    
The Ministry of Personnel, Public Grievances and Pensions, in an order issued earlier this week, decided that pensionary benefits will be granted to children of a government servant or pensioner from "void or voidable" marriages.
    
Earlier, children born out of such a wedlock of a government servant had no claim on family pension and the legally wedded wife was the sole recipient of the post- retirement benefit.
    
However, the matter was re-examined in consultation with the Ministry of Law and Justice and Ministry of Finance and it was decided to amend the Central Civil Services (Pension) Rules, 1972.
    
The share of children from illegally wedded wife in the family pension shall be payable to them along with the legally wedded wife, an official memorandum issued by the Ministry of Personnel to all central government departments on November 27, said.

Former Prime Minister Inder Kumar Gujral passes away

Former Prime Minister Inder Kumar Gujral died at the age of 92 in New Delhi on Friday. Gujral, who headed the United Front government for 11 months from April 1997 to March 1998, had been ailing for a long time.

He was India's external affairs minister during the 1991 Gulf War. Gujral was India's 12th Prime Minister and had been undergoing dialysis for a year. He was hospitalised following a lung infection.

No Comparison between pay Structure of Central Government Employees and of Bank Employees 

The pay scales of employees in Public Sector Banks (PSBs) are determined as per the agreement between the management and Associations/Unions every five years. Besides the pay, employees in banks are also entitled to a number of other allowances and benefits. 

The pay scale of the Central Government employees are finalised by Government taking the recommendations of Central Pay Commission into consideration and these pay scales are reviewed generally after ten years. The terms and conditions of service of Central Government employees and Bank employees are entirely different and are regulated in terms of the respective service conditions. Hence, no comparison can be drawn between pay structure of Central Government employees and of bank employees.

A COMMEMORATIVE POSTAGE STAMP ON THE CONSUMER PROTECTION ACT ISSUED

On the completion of the enactment of Consumer Protection Act (CPA), 1986, a commemorative postal stamp was issued by the president of India, Shri Pranab Mukhrji here today.

On the occasion Prof. K.V. Thomas, minister of state of consumer affairs, food and public distribution said that 1986 was a watershed year in the history of consumer movement in India that witnessed the enactment of the consumer protection act – the ‘magna carta’ legislation aimed at protecting the interests of consumers that they do not fall victims to the unfair trade practices and sub-standard services in the market place. He said that the special feature of this act is to provide speedy and inexpensive mechanism to redress the grievances of the consumer, and award compensation wherever appropriate. The act ensures consumer rights such as the right of choice, safety, information, public hearing and consumer education.

Meghdoot Modules Requirements for B class office using Windows 7 and SQL Express

1. System Requirements:

The systems should satisfy the below given requirements.

a. Install operating system Windows 7 in both server and client machine.
b. Install SQL Server Express 2008 with SP1 in server machine.
c. Peer to peer connection should be established between two systems. This can be done by connecting both the systems using a Cross Cable and giving different IP addresses to them (For example 192.168.1.101 and 192.168.1.102)
d. The system theme should be changed to “Windows Classic” in both systems.
e. If the System is containing only one Drive (i.e., “C” Drive), then make atleast one more partition. Detailed procedure for partitioning is provided in Pages-2 and 3 of this document


2. General steps for installation of all modules
Please follow below steps in Server machine while installation process.
a. Install server component in the server machine.
b. Share the installation folder.
c. Install client component in server machine.
d. While configuring Meghdoot Modules for the first time, database cannot be created directly in C: drive. For creating databases in C Drive only, please create a folder in C: drive and provide its path for creating the Database at the time of configuration. Otherwise create database in other drives.

Please follow below steps in Client machine while installation process.

a. After each module is installed in server machine, install corresponding client component in client machine.
b. Give network path for SQL Server when asked for the same.

Negative List Updation Patch - Updated upto 31/10/2012

This patch file updates the negative list available in Sanchay Post software. To confirm updation, use the "Database Discrepancies >> NSC >> Details of Negative List Updation" option available in DBAnalyzer software.
 

The file 'NL_20121031.exe' should be copied to DBAnalyzer folder and executed after completion of day's transactions. This will update the negative list upto 31/10/2012  in Sanchay Post.
In addition to Negative List, updations relating to PINCODE details are also done in the database. Hence, execution of this patch will take longer than the usual updation time. System Administrators should ensure that the server is not switched off till successful execution of the patch.
