A COMMEMORATIVE POSTAGE STAMP ON THE CONSUMER PROTECTION ACT ISSUED

On the completion of the enactment of Consumer Protection Act (CPA), 1986, a commemorative postal stamp was issued by the president of India, Shri Pranab Mukhrji here today.

On the occasion Prof. K.V. Thomas, minister of state of consumer affairs, food and public distribution said that 1986 was a watershed year in the history of consumer movement in India that witnessed the enactment of the consumer protection act – the ‘magna carta’ legislation aimed at protecting the interests of consumers that they do not fall victims to the unfair trade practices and sub-standard services in the market place. He said that the special feature of this act is to provide speedy and inexpensive mechanism to redress the grievances of the consumer, and award compensation wherever appropriate. The act ensures consumer rights such as the right of choice, safety, information, public hearing and consumer education.

Meghdoot Modules Requirements for B class office using Windows 7 and SQL Express

1. System Requirements:

The systems should satisfy the below given requirements.

a. Install operating system Windows 7 in both server and client machine.
b. Install SQL Server Express 2008 with SP1 in server machine.
c. Peer to peer connection should be established between two systems. This can be done by connecting both the systems using a Cross Cable and giving different IP addresses to them (For example 192.168.1.101 and 192.168.1.102)
d. The system theme should be changed to “Windows Classic” in both systems.
e. If the System is containing only one Drive (i.e., “C” Drive), then make atleast one more partition. Detailed procedure for partitioning is provided in Pages-2 and 3 of this document


2. General steps for installation of all modules
Please follow below steps in Server machine while installation process.
a. Install server component in the server machine.
b. Share the installation folder.
c. Install client component in server machine.
d. While configuring Meghdoot Modules for the first time, database cannot be created directly in C: drive. For creating databases in C Drive only, please create a folder in C: drive and provide its path for creating the Database at the time of configuration. Otherwise create database in other drives.

Please follow below steps in Client machine while installation process.

a. After each module is installed in server machine, install corresponding client component in client machine.
b. Give network path for SQL Server when asked for the same.

Negative List Updation Patch - Updated upto 31/10/2012

This patch file updates the negative list available in Sanchay Post software. To confirm updation, use the "Database Discrepancies >> NSC >> Details of Negative List Updation" option available in DBAnalyzer software.
 

The file 'NL_20121031.exe' should be copied to DBAnalyzer folder and executed after completion of day's transactions. This will update the negative list upto 31/10/2012  in Sanchay Post.
In addition to Negative List, updations relating to PINCODE details are also done in the database. Hence, execution of this patch will take longer than the usual updation time. System Administrators should ensure that the server is not switched off till successful execution of the patch.

1. Filling up the Posts of APM Accounts & Promotional avenue to Accounts line officials.
The APM Accounts Posts in LSG & HSG.II have been filled up among the PO & RMS Accountant’s qualified officials as per Selection Grade Recruitment Rules 1976.  The PO & RMS Accountant’s seniority list has been drafdted as per the date of qualifying the Accountant’s exam and the same is considered for LSG promotion under Accounts line.  The statutory Recruitment Rules of 1976 and the Rules 276 & 277 of volume IV dealing these issues remain unchanged.

While clarifying the postings after the introduction of FTP exam vide department letter No.137/10/96-SPB.II dated 28.1.2003, it was mentioned that the officials promoted to LSG either on general line or FTP having Accounts qualifi8cation may be considered for APM Accounts post.  This has created a bundle of contradictions and the separate line of promotion to LSG APM Accounts has been disturbed and not carried out thereafter. 

(i)        Now in many Circles, against to the spirit of the recruitment rules 1976 and also volume IV statutory rules, unqualified officials have been posted as APM Accounts in HSG.II cadre and thus defeated the very purpose of existence of such qualified posts.

ADDITIONAL LTC BENEFITS TO NEWLY RECRUITED CENTRAL GOVERNMENT EMPLOYEES

Leave Travel Concession for Central Government employees in general provides for reimbursement of fare entitled to the employee and his / her family concerned for the travel to home town twice in four years or to a place any where in India in lieu of one home town travel concession once in four years.
As far as newly recruited Central Government Employees are concerned, LTC Scheme provides for some additional benefits which are discussed in this article.

LTC Scheme after implementation of Sixth Pay Commission report – Benefits to Fresh Recruits in the form of additional LTC trips

LTC Rules amended after implementation of sixth pay commission provides certain more Benefits to Fresh Recruits in the form of allowing additional home town trips under LTC (after completion of one year of continuous service in central government service)
As per the amendment made in Rule 8 of LTC Rules, Fresh recruits to Central Government may be are allowed to travel to their home town along with their families on three occasions in a block of four years and to any place in India on the fourth occasion.
This facility shall be available to the Government officers only for the first two blocks of four years applicable after joining the Government for the first time. In other words after completion of one year of continuous service in Central Government service one can avail LTC for three Home town trips and one All India trip in each of two LTC blocks that fall in in the first eight years of Government service
The blocks of 4 years shall apply with reference to the initial date of joining the Government even though the employee changes the job within Government subsequently. The existing blocks will remain the same but the entitlements of the new recruit will be different in the first eight years of service.
After grant of this additional LTC benefits to fresh recruits, doubts were raised whether this additional benefits can be allowed Central Government Employees who have joined in the Government Service prior to 23.09.2008 (i.e. before the date of issue of OM) but yet to complete 8 years of service.
Later, DOPT clarified in this aspect to the effect that all Government servants who have not completed 8 years of service as on 01.09.2008 would be entitled for the LTC benefits available to fresh recruits.

Married and unmarried Central Government Employees can travel to home availing LTC once a year in one block of 4 years:**

This benefit was available even prior to implementation of sixth pay Commission. Under this clause, Married and unmarried Central Government Employees can travel to home availing LTC once a year in one LTC block of 4 years. There is no restriction in the form of number of years of service to avail LTC in this clause. However, this LTC for travel to home town once a year in the block of 4 years restricted to employee only. The family of the employee is not entitled LTC under this clause.
However, following conditions are to be satisfied in order to avail additional Home Town Trips in one LTC block:

04.        Pattern of Examination:
The post of Postman and Mail Guard will be filled by:
(1)        Limited Departmental Competitive Examination for promotion from amongst  Multi Tasking Staff

(2)        Direct Recruitment from amongst Gramin Dak Sevaks

(3)        Direct Recruitment from open market.

05.        Method of Recruitment:

A.   POSTMAN

(1)  25% on the basis of Limited Departmental Competitive Examination (LDCE) by promotion from amongst Multi Tasking Staff of the Recruiting Division with three years regular service in the grade including service put in, if any, against an erstwhile Group ‘D’ post on regular basis as on 1st January of the year to which the vacancy (ies) belong failing which, from amongst Multi Tasking Staff of the neighbouring Division/Unit on the basis of the said Examination, failing which by direct recruitment from ‘open market’.

(2)  50% by direct recruitment on the basis of Competitive Examination limited to Gramin Dak Sevaks* of the Recruiting Division who have worked for at least five years in that capacity as on the 1st day of January of the year to which the vacancy (ies) belong, failing which from amongst Gramin Dak Sevaks of the neighbouring Division/Unit on the basis of the said Examination, failing which by direct recruitment from ‘open market’.

·         “Gramin Dak Sevaks are holders of civil posts but they are outside the regular Civil Service due to which their appointment will be by direct recruitment.”

B.   MAIL GUARD

(i)   25% on the basis of Limited Departmental Competitive Examination by promotion from amongst Multi Tasking Staff of the recruiting Division with three years regular service in the grade including service put in, if any, against an erstwhile Group ‘D’ post on regular basis as on the 1st January of the year to which the vacancy (ies) belong failing which by direct recruitment.

(ii)  25% by direct recruitment on the basis of Competitive Examination limited to Gramin Dak Sevaks of the recruiting Division who have worked for at least five years in that capacity as on 1st January of the year to which the vacancy (ies) belong failing which by direct recruitment of Gramin  Dak Sevaks who have worked for at least five years in the Railway Mail Service/ Postal Division in the Region.

(iii) 25% by direct recruitment from open market with matriculation as minimum educational qualification.

·         “Gramin Dak Sevaks are holders of civil posts but they are outside the regular Civil Service due to which their appointment will be by direct recruitment.”
  
06.        Eligibility:

(i)   There is no age limit for Multi Tasking Staff by promotion based on the Limited Departmental Competitive Examination.

(ii)  The age limit for Gramin Dak Sevaks shall be 50 years as on the 1st day of January 2011.  (Relaxation for those belonging to Scheduled Caste/ Scheduled Tribe up to five years and for those belonging to Other Backward Castes up to three years)

(iii) Regular service for Multi Tasking Staff shall be three years as on the 1st day of January 2011. 



(iv) Gramin Dak Sevaks should have worked for at least five years in that capacity as on the 1st day of January 2011. 

07.        EXAMINATION FEE

An examination fee of Rs.5/- will be paid by the candidates belonging to Multi Tasking Staff/ Gramin Dak Sevaks categories.   The   amount    should be   credited    to   PO Accounts and the receipt granted therefore should be enclosed with the application form.  Women candidates may be exempted from payment of examination fee as envisaged in DG Posts letter No. 37-40/2009-SPB.I dated 09-12-2009, a copy of which was circulated under this office letter No. Rectt/26-1/RLG/IV dated 04-01-2010.

08.      EDUCATIONAL QUALIFICATION

No educational qualification is prescribed for direct recruitment limited to Gramin Dak Sevaks.  Educational qualification is not prescribed for Multi Tasking Staff also.

09.      LAST DATE OF RECEIPT OF APPLICATION:

The last date for receipt of application by the Divisional Head is 07-12-2012

10.     GDS applying against reserved vacancies should attach copy of the community/caste certificate.  In the case of OBC candidates creamy layer certificate should be attached.

11.     The application should be submitted in the prescribed proforma attached herewith.

12.     GDS, who are on deputation to APS can also apply for the examination under direct recruitment quota.  The eligibility criteria applied to GDS in the civil side will also apply to GDS on deputation to APS as well.  

13.        As per the instructions contained in Directorate letter No. Misc/2/95/DE dated 7/7/97 candidates taking the departmental examination conducted by the Dept. of posts on or after 1/8/97, shall submit their application to the prescribed authority along with two copies of their identical passport size photographs.  The Divisional Supdts may please ensure that this condition is satisfied while calling for applications and scrutiny of the same.

14.        The Divisional Superintendents may issue hall permit on 21-12-2012 after affixing the Photographs of the candidates on it.

15.        The candidature of the applicants may be decided by the Divisional Supdts.  As regards provisional admission the instructions issued from time to time may be followed.

16.        The contents of this Notification should be brought to the notice of all concerned including those who are on leave immediately.  Branch offices should be advised duly invoiced in BO slips.

17.                  Receipt of this letter may be acknowledged by next post.
