A number of e-Governance initiatives have been undertaken by the government departments at Central and State levels on a continuous basis. Many e-Governance projects are already running successfully in different parts of the country and many are in the process of achieving their maturity level.

GOVERNMENT FILES APPEAL AGAINST JUDGMENT ON MODIFIED PARITY IN PENSION
LEGAL BATTLE FOR JUSTICE CONTINUES FOR PENSIONERS

The Government has filed an Appeal against the 1ST November 2011 judgment of the Principal Bench of Delhi Central Administrative Tribunal on modified parity in pension to the pensioners retired prior to 1.1.2006. You may remember that the Principal Bench of Delhi CAT had directed implementation of OM dated 1.9.2008 based on the Government's Resolution dated 29.08.2008 accepting the recommendation of 6th CPC for modified parity of pension to pre 1.1.2006 pensioners by nullifying the clarificatory orders issued subsequently that denied the real content of the 6th CPC recommendation as accepted earlier by the Union Cabinet through its Resolution dated 29.08.2008. However now the Government has filed an Appeal against the judgment of the CAT.

How to correctly assemble a CAT-5 cable to RJ45 connectors for regular network cables as well as crossover cables.

The 
CAT-5  is a standard cable which has four twistedpairs of colours. It is easy to crimp a RJ45 coonector to CAT-5 cable and makeit into a straight cable or cross the cable as required. To make a straightcable, the ends must be crimped in the same way at each end. When makinga crossover cable, some wires of certain colours have to be reversed. 


CAT-5 cable is usuallydivided into 4 twisted pairs of colours:

Orange / orange-white
Green / green-white
Blue / white and blue
Brown / brown-white

To make a straight cable, the tips must be crimped typically the same way ateach end by respecting the twisted pair size.

Employees should not be deprived of promotions arbitrarily, says HC

The Delhi High Court said though employees have no "vested" right to promotion but they should not be deprived of it "arbitrarily" and without any reasonable ground by their employers.
"It is true that no employee has a vested right for promotion but respondents (employer) cannot act arbitrarily and without any reasonable excuse defer the meeting of Departmental Promotion Committee (DPC) and thereby deprive the employee of his legitimate expectations for being considered for promotion to a post if he is eligible for being promoted," a bench of justices B D Ahmed and V K Jain said.
The court's observations came in a verdict by which it allowed a plea of Sahadeva Singh and asked the Centre to treat him as promoted to the post of Deputy Commissioner (Crops) from January 1, 2005, against one of the two posts which were vacant since 2004 in the Agriculture Ministry.

National Pension Schemes will be linked to Aadhar, says Jairam

The Rural Development Minister Shri Jairam Ramesh today said that National Social Assisstance Programme, NSAP will be completely restructured and all payments under the scheme will be done through Aadhar-based payment system. Talking to a select group of media persons here, he said, the restructured system will be in place by 10th of March this year and it will ensure that each beneficiary under old age, disabilities and widow pension schemes will get one’s entitlement every month and there will be no delay in payments. He said, the Central government spends nearly 8,000 crore rupees under the NSAP scheme, but the devolvement of funds is being done in a complicated process in a layered manner, which he said will be rectified and only one State Agency will be identified for receipt of funds for final disbursement to pass book holders through Aadhar-based system.

The Minister informed that he had already written to the Finance Ministry for relaxation of certain norms like reducing the criteria for disability to 40% from the existing 80%, which leads to exclusion of a very large number of disabled persons in rural areas

b) Wait for the message 'Run Patch for Negative List from Sanchay Post'
c) Exit from DBAnalyzer
d) Select 'Sanchay Post >> Upgrade DB >> Patch for Negative List' option from Sanchay Post menu (version 6.0) and run the patch.
e) Then, once again run DBAnalyzer software.

Rural Consumer Price Index-Data Collection through Post Office

The postman in rural areas across the country has his hands full. Apart from his regular job, he now has to go out three to four times a week to collect data from retail outlets which is then used to calculate the rural consumer price inflation. Faced with an acute manpower shortage, the ministry of statistics and programme implementation tied up with the department of posts to get over the problem of collecting such massive amount of data from rural areas across the country. "When we were discussing about the comprehensive CPI data we were looking for a department which had reach across the country. We zeroed in on the postal network," said Pronob Sen, adviser in the Planning Commission and former chief statistician of the country.

It was a perfect opportunity for the postal department, which readily accepted the offer. Rising competition and new technology has posed serious challenges for the department of posts. It is working on several ideas to maximize revenues and use its vast network to help other government departments. "We were looking at new avenues for raising our revenue and we entered into a memorandum of agreement with the ministry of statistics and progamme implementation," said Sachin Pilot, minister of state for communications and information technology.

Installing Active Directory Domain Services (AD-DS)

In Windows Server 2008, unlike previous server operating Systems, there is an additional step that needs to be taken before running DCPROMO to promote the server to Domain Controller and installing Active Directory on it. This step is the installation of Active Directory Domain Services (AD-DS) role on the server. In fact, the AD-DS role is what enables the server to act as a Domain Controller, but you will still need to run DCPROMO the regular way.
AD-DS can be installed in one of 3 methods:

Method 1 – Server Manager/Initial Configuration Tasks

Roles can and should be added from Server Manager (but they can also be initiated from the Initial Configuration Tasks wizard that auto-opens the first time you log on to the server).
  1. Open Server Manager by clicking the icon in the Quick Launch toolbar, or from the Administrative Tools folder.
  2. Wait till it finishes loading, then click on Roles > Add Roles link.

Offline UPS


Offline UPS supply grid power to electrical and electronic devices during normal power supply. It switches to battery power only during power failures and other power problems. As the grid power is bypassed to the load during normal power supply, it is known as Offline UPS. As the UPS is used only during power problems it is also known as Standby UPS. Offline UPS is also spelled as Off-Line UPS or Off Line UPS.
Apart from bypassing power to the load, Offline UPS also 

charges the connected batteries during normal power supply. The bypassing of power results in exposing the load to electrical noises and surges. Therefore, they are not recommended for very sensitive and critical electronic devices. During power failures and other power problems, they switch from grid power to battery power fast enough to prevent computers from rebooting. The switch over time is usually between 2 to 20ms.

Several systematic shortcomings are being noticed in the operational methods of Sanchay Post, giving scope for possible manipulation with malafide intentions. It has been observed that the instructions issued to manage the data entry module of Sanchay Post securely were not followed by many of the units leading to frauds in Sanchay Post software.

Yesterday I got a call from one of our sub offices they told problem in Sanchya post . That is while taking Withdrawal in SB, MIS and for Encashment of NSC an error occurs and exits from sanchya post. “Violation of PRIMARY KEY Constraint' PK_Flow_Table_1367E606' Cannot insert duplicate key in object 'dbo.Flow_table'” The error message is Some times this error message changes and shows fatal error not fatal disk error. Me send the copy of this error Software Development Centre Chennai for Solution. Then send Three patches and that solved the problem.

n August 2011, the Supreme Court made an observation which had some unintended consequences on the Right to Information (RTI) process. The judgement by Justice R.V. Raveendran is turning out to be a seemingly legitimate excuse for government officials to restrict information.


Aditya Bandopadhyay went to court when the Central Board of Secondary Education declined to provide his examination answer sheets under the RTI Act. While the court allowed access to answer sheets, it also observed that the cherished right to information should not affect administrative efficiency.

Timeout Expired???- The solution

Most of the Postmaster/sys administrators under go an error called “Timeout expired. Timeout period elapsed”. The main reason for this error is failure in network connection/Sql server is not working etc. But even if there is no failure in connection and sql server is properly working then also this error occurs. Some solutions for this problem is
Clear the log files of databases
Check network connections
Check the Firewall Status
One Simple solution (and the most worked one)is Check the ip address of the server (note the ip address). Then go to the machine which has come the error Timeout expired. Then open C Drive(The drive in which windows is installed, in my case it is C Drive)-----Go to Windows-----Open System 32-----------drivers---------------etc---------------open hosts (open with notepad)---- add an additional entry at the end ------Enter your servers ip address and server name(192.168.1.11 server)-----Then save hosts. Close all the open folders. Restart the Machine . This will solve the error Timeout expired.

One day I got a call from one Sub office. Which dont have a branch office. They tell that while viewing the daily account an error occurs. It shows sub account field links has not created for that day. This error occurs mostly in offices which do not have a Branch office. The particular sub accounts field links table for that day is not created is the problem. In this situation most of system administrators firstly go to table open sub treasury table and rename the previous sub account field links table to today’s table. This procedure was not proper. When you do this there is a chance for repeating the error. A simple SQL query can solve this problem. The query is shown below.

New Delhi, Feb24,2012 (TNN): A Nandan Nilekani-headed panel has recommended that all government payments over Rs 1,000 should be made or received electronically as this would help reduce graft and bring about greater transparency and accountability.

The final report of the task force on Aadhar-Enabled Unified Payment structure has also recommended that beneficiaries of all social safety net programmes such as the Mahatma Gandhi National Rural Employment Guarantee Act and recipients of direct subsidy transfer payments (cooking gas, fertilisers, kerosene, etc) can benefit by receiving their payments electronically, directly into their accounts at either banks or post offices.
In order to reduce the use of cash in the economy, the task force has said that government and government owned institutions accept electronic payments at all locations where they collect payments from citizens, without any additional surcharge.

If you use DHCP (Dynamic Host Configuration Protocol), each computer will request and be assigned an address every time it’s booted up. Using Static IPs prevents address conflicts between devices and allows you to manage them more easily. Assigning IPs to Windows is essentially the same process, but getting to where you need to be varies between each version.

To change the computer’s IP address in Windows 7, type network and sharing into the Search box in the Start Menu and select Network and Sharing Center when it comes up.

Volumetric Weight Calculation

Volumetric Weight:

1. Wherever the postage, tariff or charges are fixed for a postal article based on weight , the weight shall mean the gross weight or the volumetric weight whichever is more.
2. Gross Weight: Gross weight is the weight shown by a standard weighing scale. When the Article is appropriately placed on to or suspended from the said scale.
3. Volumetric Weight: volumetric weight of the article shall be arrived at from the volume of that article using the appropriate formulae.
4. Exception: Volumetric weight need not be determined in following cases.
(a) If the sum of the length, breadth and height is not more than 90 centimeters, and any of the dimensions is not more than 60 centimeters.
(b) In case of an article is in roll form (Cylindrical) if the length and diameter each are less than 90 centimeters.
These exceptions will also applicable to Speed Post article.

PFRDA CALLS FOR FUND MANAGERS TO LOOK AFTER CENTRAL GOVERNMENT EMPLOYEES (NPS)

 Pension fund regulator PFRDA has invited bids from financial institutions to manage funds of Central Government Employees under the New Pension Scheme (NPS) for the next three years beginning April 1, 2012.
            The fund managers will be required to manage the pension assets of Central government employees, according to Pension Fund Regulatory and Development Authority (PFRDA).
            The three pension fund managers will have to submit bids by March 15, PFRDA said. At present, pension funds of government employees are managed by three pension fund managers (PFMs) — LIC Pension Fund, SBI Pension Fund, and UTI Retirement Solutions. The total corpus of the government employees as on December 2011 was Rs 12,769 crore.
            These three fund managers are also eligible for participating in the bidding process, the regulator said. The total average monthly subscriptions of government employees is around Rs 500 crore.

                        Rule 3.3(c) of the Central Civil services (Conduct) Rules 1964 explicitly prohibits acts of sexual harassment of any women women at her work place. For this purpose, "Sexual harassment" includes such unwelcome sexually determined behavior, whether directly of indirectly or otherwise,as (a) physical contact and advances, (b) demand or request for sexual favours, (c) Sexually coloured remarks, (d) showing any pornography or (e) any other unwelcome physical,verbal or non verbal conduct of a sexual nature


Rule 13-A of the said rules says, no Govt servant shall:-
           (i)  Give or take or abet the giving  or taking of dowry
           (ii) Demand directly or indirectly, from the parent or guardian of a bibe or bridegroom, as  
the case may be, any dowry

                 widows, divorced women and woman judicially separated from their husband and who are not remarried are allowed age concession up to the age of 35 years (40 years for member of SC/ST) for posts of Group 'C' & 'D' filled through SSC/Employment exchange (O.M) No 15012/6/98-Esst(D), dated 21.12.1998)
