3 Simple Ways To Speed Up Your Windows Computer

Remember the first time you got your Windows computer? It probably booted up pretty quick and everything loaded fast. After months of using it, things started to slow down. It takes much longer to reboot now and the desktop takes a couple of minutes before it completely loads. These are but some of the signs of a slow-running Windows PC and you can make it fast again just like when you first got it. We’re going to teach you how to speed up the Startup time, Start Menu, and Right Click Menu loading of your Windows computer with a few easy-to-do tweaks.

1. Speeding up your Windows PC startup time

You can optimize your computer’s startup speed by launching Run on your Windows computer and typing“msconfig” without the quotes. This will take you to the System Configuration Settings which has five tabs – General, Boot, Services, Startup, and Tools.
Under the General tab, you’ll find 3 startup selections: normal, diagnostic, and selective. During normal startup, all device drivers and services will be loaded by your computer. If this is ticked, it may be the reason why your computer is taking long. Choose either diagnostic or selective startup to speed up the starting time of your Windows computer. Diagnostic startup only loads basic devices and services whereas with selective startup, you can choose to load neither system services nor startup items. After making a selection select “Apply.”
Under the Boot tab, select Advanced options so you can choose the number of processors to facilitate boot speed. If you have a dual-core or quad-core processor, assigning more than one of them to help with the start-up process can significantly boost your computer’s speed. Unfortunately, this optimization tweak is not so efficient on power so if you’re using a laptop, expect some battery drain after startup.
Finally, there’s the Services and Startup tab where you can specifically choose which services and startup items are going to load.
2. Speeding up your Windows Start Menu
The Start Menu is another serious offender as it often takes time to load. Once again you need to open Run but this time, you will type “regedit.exe” to launch the Registry Editor. Go to the HKEY_CURRENT_USER folder and findControl Panel –> Desktop –> MenuShowDelay. Then, double click MenuShowDelay to edit its value. Type in the numbers on the blank and hit “OK.” Remember, the lower the value the faster the Start Menu will load.
Another trick for speeding up your Windows Start Menu would be to limit the number of shortcuts on your desktop. It could be that you just have too many icons on your desktop and that’s what is causing your computer to take long when loading the Start Menu.
3. Speeding up the Right Click Menu
Yet another disappointing slow-down that Windows users experience is the time it takes the Menu to show up when hitting the right click. Installing third-party programs that allow you to remove items from the context menu should speed it up.

Only retired judges may head RTI commissions, says Supreme Court

NEW DELHI: The Supreme Court on Thursday edged out "eminent people" from heading commissions under the Right to Information Act by ordering that only sitting or retired chief justices of high courts and SC judges would be appointed aschief information commissioners at both the Centre and the states.

In addition, sitting or retired HC judges should be preferred in appointment of information commissioners, it said, faulting the vague criteria for such appointments provided under the RTI Act.

The bench of Justices A K Patnaik and Swatanter Kumar may have boosted post-retirement opportunities for HC and SC judges by ruling that the information commissions were "judicial tribunals" performing functions of "judicial" and "quasi-judicial" nature and had trappings of a court and should be headed by a judicial mind.

The gain for retired judges would be at the cost of former officials. The Act prescribes appointment of information commissioners from among persons of eminence in public life and those with wide knowledge and experience in the fields specified under the legislation.

September 14 Hindi Day

September 14 is celebrated as Hindi Day and was adopted as the official language of Constituent assembly in 1949 on this day. The Constitution of India adopted Hindi in DevanagriScript as the official language of the union under Article (343) in 1950.
It was envisioned that Hindi would become the sole working language of the central government by 1965, and state government will function in their own choice. But it did not happen and English is also used along with Hindi.
This decision of using Hindi met a widespread anti Hindi agitation by the non native speaker of Hindi. As a result the Official Language Act of 1963 was passed and English continued to be use as official language for indefinite period.
Hindi has a history behind; it belongs to Indo–Aryan branch of indo European language family. The word ‘Hindi’ itself is a gift of Persian, Mughals added to its flavour, Amir Khusro was first to write Hindi Poem.
Though it evolved from Sanskrit but many of its words originated from Arabic or Persian language.
This is also called as a ‘link language’, as it has united the vast Indian Diaspora and also minimized the gap between South and North India.
This language has travelled a long distance to make its presence felt in the World. It is spoken in many parts of the world and its one of the main language in Mauritius, Surinam, Trinidad and many others including US, South Africa, New Zealand etc.
If it is the mother tongue of 180 million people then it is also the second language of 300 million people.
Gandhi used this language to unite the whole India and used this language as ‘language of unity’. The word Swadeshirevolutionise the freedom struggle, and its entry into the Oxford dictionary marks its importance in world history.

No retirement for failure to inform the department about arrest: HC

New Delhi, September 12, 2012(PTI):Government employees cannot be compulsorily retired for their failure to inform their department about their arrest in a criminal case, the Delhi high court has ruled.
Holding that this kind of misconduct was not grave enough to warrant such a harsh punishment, the high court ordered reinstatement of SN Singh, a Central Industrial Security Force (CISF) employee who was compulsorily retired for not informing his superiors about his nine-day arrest in Kanpur in connection with a criminal case arising out of a family feud in February 2011.

“The misconduct committed by the petitioner of not informing his being arrested by the police in our opinion is not a grave misconduct and thus does not warrant imposition of penalty of compulsory retirement,” a bench of justice Pradeep Nandrajog and justice Manmohan Singh said in their judgment dated August 29.
While ordering his reinstatement without any back-wages in two weeks, the bench left it open to the competent authority to levy an appropriate penalty upon the petitioner, but not of a kind where he would lose his job.
“A lesser penalty, may be of reduction in rank or reduction by two or three stages in the scale of pay would be a more appropriate penalty,” it said.
According to an office memorandum dated February 25, 1995, a government servant renders himself/herself liable for disciplinary action if he/she does not inform the superior officers of the facts and circumstances leading to the arrest of the person concerned.
While on sanctioned leave, Singh was arrested on February 17, 2011 in connection with an FIR registered at PS Kalyanpur, Kanpur, UP and remained in judicial custody till February 25, 2011. He got the leave extended up to March 23, 2011 and joined duty on March 24, 2011 but did not inform the department that he had been arrested.
After the CISF came to know about it, he was issued a charge-sheet for not informing his superior officers of his detention. The chargesheet alleged that his conduct was unbecoming of a government servant. He was compulsorily retired as he did not give any relevant information and to this extent his counsel conceded that the indictment at the inquiry was correct.
However, his counsel questioned the penalty of compulsory retirement terming it “disproportionate to the gravity of the offence”.

National Parties get donation from Corporates for Election

New Delhi, September, 10, 2012(PTI): Political parties in India have ‘earned’ a whopping Rs 4,662 crore through donation and other sources since 2004 with the ruling Congress at the top with an income of Rs 2,008 crore followed by BJP at Rs 994 crore, two NGOs claimed today.
Relying on the IT returns and list of donors submitted to the Election Commission for the period 2004-2011, Association for Democratic Reforms and National Election Watch released a report on the income of 23 major parties.
They said the income of parties showed a steady growth since 2004. Congress’ earnings went up from Rs 222 crores in 2004 to Rs 307 crores in 2011 as is the case with BJP.
The figures complied by ADR and NEW show that Congress’ income is Rs 2,008 crores, mostly through selling of ‘coupons’, since it began heading a government at the Centre in 2004 till 2011 though the percentage of donations is just 14.42 per cent.
On the contrary, 81.47 per cent of BJP’s total income of Rs 994 crore in the past 7 years came through donations from corporate houses and trusts owned by major firms, including London-listed Vedanta, the NGO said.
The NGOs said donations and voluntary contributions seem to be one of the major sources of income for most of the political parties and demanded more transparency in functioning of electoral trusts run by corporates and that political parties must be declared as public authorities.
“It is a black box of the political parties. Basic source of corruption in this country is political funding. By regulating political funding, we cannot end corruption, but can make a major dent,” Prof Jagdee Chhokar, Founder member of ADR, told a press conference here.
Interestingly, General Electoral Trust (GET) of the Aditya Birla Group and Torrent Power Limited have given donations to both Congress and BJP. While the GET gave Rs 36.4 crore as donations to Congress, it contribured Rs 26 crore to the BJP’s coffers, according to the report.
While national parties like Congress and BJP got donations from corporate houses and trusts, regional outfits like the DMK have received lakhs of ruppees as donation from its own partymen.
Surprisingly, the CPI(M)’s income from 2004-2011 is Rs 417 crore, mostly contributions from individuals who have given less than Rs 20,000 each, just behind BSP’s 484 crore, while other major Left party, CPI, has earned only Rs 6.7 crore. The SP’s income, according to ADR, is Rs 278 crores.
ADR and NEW said these figures were collected after a protracted battle with political parties and Income Tax Department through the Right to Information Act.
Other major donators to Congress are Torrent Power Limited (Rs 14.15 crore), Bharti Electoral Trust of Airtel (Rs 11 crore), Tata’s Electoral Trust (Rs 9 crore), Sterlite Industries (Rs 6 crore, ITC (Rs 5 crore), Adani Enterprises, Jindal Steel and Videocon Appliances.
Again, GET has been the major contribuor to BJP’s income by donating Rs 26 crore, followed by Torrent Power Limited (Rs 13 crore), and Public and Political Awareness Centre, which the NGos claimed belong to Vedanta, (Rs 9.5 crore).
Another interesting fact that emerged was Asianet TV holding gave Rs 10 crore to BJP and Rs 2.5 crore to Congress in the past seven years.
The NGOs also said 18 regional or state parties have never filed their contribution reports to the Election Commission since 2004. Prominent among them include National Conference of J&K, Trinamool Congress and INLD.
The income of other parties are NCP (Rs 160 crore), AIADMK (Rs 59 crore), SAD (Rs 25 crore), National Conference (Rs 21 crore), JD(U) (Rs 26 crore), TDP (53 crore), DMK (Rs 40 crore), Trinamool (Rs 9 crore), Shiv Sena (Rs 32 crore), LJP (Rs 4 crore) TRS and RLD (Rs 10 crore each), Forward Bloc (Rs 98 lakh) and Sikkim Democratic Front (Rs 92 lakh), the least among all.
While BSP has declared that it has not received any donations above Rs 20,000, the CPI said its leaders A B Bardhan and D Raja contributed Rs 65 lakh and Rs 21 lakh respectively by collecting donations from various sources.
The NGOs also alleged that some of the companies whose names have been cropped up in the mining scam have also contributed to the political parties.
It also alleged that FRCA rules have also been flouted by parties which received donations from foreign-listed companies.
During 2009-2011, the TRS has 99.98 per cent of its income coming from donations followed by JD(U) and LJP
