OVER RS. 750 CR LYING IN INACTIVE POST OFFICE SAVING ACCOUNTS : GOVERNMENT.

The government today said around Rs 752 crore is lying as unclaimed deposits in more than 2.49 crore inactive savings accounts in post offices.

"Rs 752,44,57,414.03 is the amount lying in all inactive (silent) accounts as on March 31, 2011 in 2,49,59,446 accounts," Telecom Minister Kapil Sibal said in a written reply to Lok Sabha.

West Bengal led the tally of unclaimed deposits with over Rs 107 crore lying in 20.16 lakh accounts, followed by Tamil Nadu (Rs 105.87 crore in 62.72 lakh accounts) and Uttar Pradesh (Rs 68.61 crore in 21.74 lakh accounts).

"The depositor of such account can activate the account at any time by transaction. Notices are issued every year to the account holder of such accounts who are not maintaining minimum balance. Special drives are launched to re-activate such accounts by issuing notices and giving information through electronic media," Sibal said.

Responding to another query, Sibal said 79,604 complaints for non-delivery of Registered Letters, 41,794 for Speed Post and 8,257 related to Parcels were received in the April-June, 2012 period.

STEPS TAKEN BY THE GOVERNMENT FOR EXPEDITIOUS ISSUANCE OF PASSPORTS TO THE CITIZENS

As per Government instructions, passports to Indian citizens are issued as per the provisions of the Passports Act 1967 and the Passport Rules 1980 as amended from time to time.  Prior to issuing a passport, the Passport Issuing Authority must establish the applicant’s citizenship, identity and an absence of criminal record as mandated by the Passports Act.  This requires verification of personal particulars of applicants and background check of their criminal antecedents which are time consuming.

The Government is aware that in a number of cases, there are delays in issuance of passport.  The reasons for delay normally are as under:

(i)    increase in demand for passport;

(ii)  delays in receipt of police verification reports within the stipulated time of 21 days;

(iii)  receipt of incomplete police reports due to submission of incomplete information/documentation by the applicants; and

(iv)  Shortage of staff strength in the Central Passport Organization, not keeping with the increase in demand for services.

The Government has fixed a time limit of 30 days for issue of fresh passports and 15 days for re-issue of passports and 1-7 days for Tatkaal applications.  The Government is considering several citizen-friendly proposals, including revision of time-limit for issue of passports given in Ministry of External Affairs’ Citizen Charter, to improve the delivery-process of passport issuance.

In spite of various constraints, in 2011, the Ministry issued 73.65 lakh passports and related services which is a record ever achieved in any year.

Some activities of middlemen have been noticed in and around Passport Offices. In order to obviate any need to approach any middlemen for any kind of service, passport application procedures are prominently displayed in all the Passport Offices. Advisories cautioning the public against middlemen/touts are also displayed prominently.  Whenever middlemen activities are noticed, Passport Officers, with the assistance of local police, conduct raids to eliminate this menace.

In order to further simplify the passport procedure, a Mission Mode Project (MMP) was identified under the National e-Governance Plan (NeGP) of the Government of India which inter alia includes many other high impact e-Governance initiatives and projects.  The MMP on Passports, named Passport Seva Project, aims “to deliver all Passport-related services to the citizens in a timely, transparent, more accessible, reliable manner & in a comfortable environment through streamlined processes and committed, trained & motivated workforce”.  The Passport Seva Project (PSP) incorporates the global best practices in the passport issuance system. The key features of the PSP are enumerated below:

• Establishing 77 Passport Seva Kendras (PSKs) for delivering all front-end citizen services.( The Project has been completely executed and  all 77 PSKs were made operational by early June 2012)
• Creation of on-line Passport Portal [www.passportindia.gov.in] for offering Passport services.
• Providing links to designated points in Police department.
• Establishing a Central Passport Printing Facility (CPPF) for handling extra load of Dispatch process to Postal Department.
• Introduction of a multi-modal Information and Grievance handling system.
• Creating a centralized IT system linking all PSK’s, Passport Offices, Police and Postal Departments.
• Introducing productivity linked incentive scheme for Government employees.
• Establishing a proper Program Governance Structure for managing the  implementation and operation of all the above.

WALK-IN FACILITY FOR PASSPORT

The Ministry of External Affairs issued an advisory in June, 2012 to all Regional Passport Offices in the country to introduce walk in facility to ease availability of on line appointment and facilitate easy submission of forms for passport applications under following categories:

• Applicants for Tatkaal services (fresh / re-issue cases);
• Applicants for issue of Police Clearance Certificate (PCC);
• Applicants for deletion of ECR status in passports without any change in personal particulars;
• Applicants for inclusion of name of the spouse in passport;
• Applicants with valid passports, seeking new booklets in case of exhaustion of visa pages;
• Senior Citizens (above 60 years);
• Minor below 15 years whose parents hold valid passports;
• Physically challenged persons; and
• Central / State Government servants, their spouses and dependent minor children who have ‘No Objection Certificate’ / Identity Certificate.

The Ministry of External Affairs has recently introduced walk in facility to ease online appointments and smoothen submission of applications at the six Passport Seva Kendras (PSKs) under Regional Passport Office, Hyderabad from these above mentioned categories of applicants w.e.f. August 01, 2012.

New Norms for Tatkal Reservation

Indian Railways have taken various measures to facilitate access to general as well as Tatkal reservation by common man. Accordingly, more than 2900 computerized Passenger Reservation System (PRS) locations have been opened and facility of booking through internet has also been provided. However, during peak rush periods when the demand outstrips the availability, some cases of black marketing of railway tickets by touts come to notice at the time of surprise inspections and preventive checks conducted at reservation offices. During the period from April 2012 to June 2012, large numbers of checks were conducted during which 930 unauthorized agents/touts were apprehended/prosecuted. 

In order to reduce the scope of cornering of tickets by touts and also to balance the load on the computerized PRS as well as on internet, with effect from 10.07.2012, the timing of opening of reservation of Tatkal tickets has been changed to 1000 hours on the previous day of journey instead of 0800 hours as per earlier provision. These changes have resulted in even distribution of load on PRS and internet and better availability of Tatkal as well as general tickets on the opening days of reservation on internet.

Paternity Leave when a child is adopted

As per Office Memorandum No. 13018/1/2009-Estt.(L) dated 22.07.2009 (Click here to download this OM) issued by DOPT, A male Government servant (including an apprentice) with less than two surviving children, on valid adoption of a child below the age of one year, may be sanctionedPaternity Leave for a period of 15 days within a period of six months from the date of valid adoption.

We also provide here the details of Maternity and Paternity Leave

Maternity Leave:

(1) A female Government servant (including an apprentice) with less than two surviving children may be granted maternity leave by an authority competent to grant leave for a period of 180 days from the date of its commencement.

(2) During such period, she shall be paid leave salary equal to the pay drawn immediately before proceeding on leave.

NOTE:- In the case of a person to whom Employees’ State Insurance Act, 1948 (34 of 1948), applies, the amount of leave salary payable under this rule shall be reduced by the amount of benefit payable under the said Act for the corresponding period.

(3) Maternity leave not exceeding 45 days may also be granted to a female Government servant (irrespective of the number of surviving children) during the entire service of that female Government in case of miscarriage including abortion on production of medical certificate as laid down in Rule 19:

Provided that the maternity leave granted and availed of before the commencement of the CCS (Leave) Amendment Rules, 1995, shall not be taken into account for the purpose of this sub-rule.

(4) (a) Maternity leave may be combined with leave of any other kind.

(b) Notwithstanding the requirement of production of medical certificate contained in sub-rule (1) of Rule 30 or sub-rule (1) of Rule 31, leave of the kind due and admissible (including commuted leave for a period not exceeding 60 days and leave not due) up to a maximum oftwo years may, if applied for, be granted in continuation of maternity leave granted under sub-rule (1).

(5) Maternity leave shall not be debited against the leave account.

Paternity leave:

(1) A male Government servant (including an apprentice) with less than two surviving children, may be granted Paternity Leave by an authority competent to grant leave for a period of 15 days, during the confinement of his wife for childbirth, i.e., up to 15 days before, or up to six months from the date of delivery of the child.

(2) During such period of 15 days, he shall be paid leave salary equal to the pay drawn immediately before proceeding on leave.

(3) The paternity Leave may be combined with leave of any other kind.

(4) The paternity leave shall not be debited against the leave account.

(5) If Paternity Leave is not availed of within the period specified in sub-rule (1), such leave shall be treated as lapsed.

NOTE:- The Paternity Leave shall not normally be refused under any circumstances.

MONEY ORDER TRHOUGH SMS - TRAILS COMPLETED AND THE SERVICES ARE EXPECTED TO BE LAUNCHED SOON -- NEWS

Here is a good news for the customers of postal services. Now, the money orders will become hassle-free and can be disbursed via an SMS. The trials are completed and the services are expected to be launched soon.

The state-owned Bharat Sanchar Nigam Limited (BSNL) has developed a customized application to facilitate money order service to 155,000 post offices across India. BSNL is the technology enabler and this service will remain operator neutral.

Speaking to CIOL, BSNL CMD RK Upadhyay said that they are working as per the memorandum of understanding (MoU) signed with the department of post (DoP). "We are in the final stages of service rollout" he informed.

The government initially chose Bihar and Punjab to initiate the service since a lot of immigrant workers hail from these states.

India Posts Secretary, Manjula Prasher had on an earlier occasion told CIOL that mobile money orders would be a good initiative to help immigrant workers who remit money to their home states.

The project will empower designated post offices with mobile devices that have pre-embedded the application. While transferring, the remittance senders' need to furnish basic details that includes receivers' mobile number.

The receiver will get a 16-digit transaction code via SMS from which money can be claimed from a local post office. The government has planned to allow instant money order service up to Rs. 50,000.
