Amendment in Pension Scheme

Pension under the Employees’ Pension Scheme, 1995 is linked with pensionable service and pensionable salary. As per Section 6A of the Employees’ Provident Funds & Miscellaneous Provisions Act, 1952, contribution in Employees’ Pension Fund is mandated @ 8.33% of wages which is restricted upto wage ceiling of Rs.6500/- only. However, option is available to the member to contribute at the higher rate than the wage ceiling (i.e. Rs. 6500/-) which entitles him/her for a higher pension.

The Central Government had constituted an Expert Committee for revision of Pension. The Expert Committee submitted its report to the Central Government on 5th August, 2010 and the recommendations of the Committee were placed before the Central Board of Trustees, Employees’ Provident Fund [CBT) EPF)] for consideration on 15th September, 2010. The CBT (EPF) directed that the report be first considered by the Pension Implementation Committee (PIC). The PIC has since finalized its report and sent it to Employees’ Provident Fund Organisation for placing before the CBT (EPF) for taking a final decision in the matter in its ensuing meeting.

A report on significant events of department of posts for the month of October, 2011 says that Department of Posts disbursed wages to 5.04crore MGNREGS account holders across the country. Through Post Offices Rs. 878 crores have been disbursed as wages to MGNREGS account holders during September, 2011 excluding Himachal Pradesh and Karnataka Circles.

Two stamps one on ‘Chitrapur Math’ and other on ‘The Punjab Regiment Para (SF)(Punjab)’were issued during the month of October, 2011. 



A Special Cover on “Endangered Grizzled squirrel” and “Maritime Heritage of Tamilnadu” was released in Chennai during SIPEX-11, a State Level Philatelic Exhibition organized at Chennai from 7.10.2011 to 9.10.2011. 

The Postal Staff College of India, C.G.O.Complex, and Ghaziabad has been renamed as “Rafi Ahmed Kidwai National Postal Academy (RAKNPA)” C.G.O.Complex, Ghaziabad-201 002. 

National Postal week was celebrated throughout the country from 09-10-2011 to 14.10.2011.

1. Whether a retiring Government servant is entitled for leave encashment after retirement under the NPS?
The benefit of encashment of leave salary is not a part of the retirement benefits admissible under Central Civil Services (Pension) Rules, 1972. It is payable in terms of CCS (Leave) Rules which will continue to be applicable to the government servants who join the government service on after 1-1-2004. Therefore, the benefit of encashment of leave salary payable to the governments/to their families on account of retirement/death will be admissible.

2. Why is it mandatory to use 40% of pension wealth to purchase the annuity at the time of the exit (i.e. after the age of 60 years) from NPS?
This provision has been made in the New Pension Scheme with an intention that the retired government servants should get regular monthly income during their retired life.

EXPECTED DEARNESS ALLOWANCE FROM JANUARY 2012

Perhaps it is very early to calculate the status of  additional Dearness allowance from January, 2012 for Central Government employees and Pensioners, before releasing the AICPIN for the balance of three months i.e.October, November and December. Enquiries are being poured as comments and received emails to our inbox about the expected DA from Jan, 2012. We can assume that the AICPIN will certainly go up, because of the essential commodities prices are going high with non stop. Anyway we can assume the additional Dearness allowance from January 2012 will be minimum 7%. The existing Dearness allowance is 58%, it will become as 58% + 7% = 65%.

The fourth meeting of the National Anomaly Committee to discuss the anomalies arising out the implementation of the recommendations of the 6th Central Pay Commission is scheduled to be held on Thursday, the 5th January, 2012 at 3.00 P.M. in Room No.119, North Block, New Delhi, Secretary, Department of Personnel & Training will chair the meeting.

This was discussed in the 3rd meeting of NAC where the Staff Side stated that allowances formed part of wages AND THUS should be revised with effect from the same date from which Revised Pay Scales have been implemented i.e. 1.1.2006. The Official Side stated that the allowances, other than Dearness Allowance (DA), have been revised from 1.9.2008 on the basis of specific recommendation of the 6th CPC. It was reiterated that even after the 5th CPC similar practice was followed. Therefore, there was no anomaly as such. The Staff Side stated there are certain statutory allowances which need to be revised w.e.f.1.1.2006.
 The Staff Side was asked to forward such a list of statutory allowances for further examination of the Department of Expenditure. 

Release of Revised MNOP Script-(dtd 19/12/2011)

It is decided to keep both POS and SpeedNet MNOP Updation Script at a single point download. This script has to be used at all the offices using POS and SpeedNet.
Based on the latest Sorting Extract / Orders received from the Directorate and IC Hub Data received from Circles, the Revised MNOP Script is released and the details of the releases are as follows.
This script will contain the entire Hub Master data as per the requirement /modifications - including all the previous revisions. This document shows only the latest revisions.
